I know a gun must go TO an FFL if it's going out of state, but I'm trying to find out which states it must come FROM an FFL as well. Particularily my state.

If you purchase a firearm from anyone living outside your state of residence, that firearm must be shipped TO an FFL in YOUR state and then transfered to you. You may NOT receive a firearm FROM a private individual or FFL living outside your state.

Of course, there are exceptions. You may receive C&R guns from anyone in the US if you have an 03-FFL. You may buy a rifle/shotgun from a border state provided you physically go to the FFL to get the gun and the firearm is legal to be owned at both the seller and buyer's place of residence.

I think WonderNine understands the requirements for tranfer of a firearm over the counter within his state that was/is to be purchased from a source out of state and also sending firearms out of state. I think his question concerns if the sender out of state must be an FFL holder or a private indiviual who has to go through an FFL to send it to his FFL in state.

Hmmm....that's a new one. I've never heard of a dealer in a state only being allowed to get firearms from licensed dealers outside his state. Having to pay two FFLs for a transfer would suck.

In New York the gun must come from an FFL or another handgun licensee. A transfer between licensees means that both the seller's and buyer's licenses have to be amended, as all the handguns you own are listed on your license.
