Who has the best prices on these two tools these days?

The handguard removal tool is a neat little doohicky, but it's fairly new, and I've only seen it on Bushmaster.com.
But, for the carbine wrench, I PERSONALLY would skip it altogether and go with a Sears Craftsman Strap Wrench.
The smaller blue handled one ($9.99)works PERFECTLY for that little locking ring on the carbine stock, and leaves absolutely NO marks. (I've got scratches on mine from using a stupid carbine stock wrench. The tab broke off and scratched the heck out of it!)
Who knows, I could be waaay off, but it's worked for me so far. I couldn't get by without the strap wrench. I use it for all sorts of stuff, like removing the locking ring on shotgun foregrips without having to remove the entire mag tube to get to them.

Another vote for a strap wrench. I had seen a gunsmith use one to remove a telestock and since I already had one, its cheap. Remember, minimal torque is required on the nut.
Don't know about the handguard tool - I have one on order also.

Now that's a cool idea, and an excuse for another tool.

Remember, minimal torque is required on the nut.
Amen to that!
I wish I had known that earlier! I noticed that my pre-ban telestock would twist a little side to side, so I thought it was loose. I never could get it to tighten up. Well, when I replaced the original 2-position tube with a new 4-position tube, I found out why. When I tightened the nut on the 2-pos tube several years ago, I crunched the threads on the aluminum tube, just to the side of the "groove" that keeps it from rotating. That's why it "wiggled".
The new tube doesn't move, and I was much more careful with my strap-wrench. Unfortunately, the new tube didn't come with a new lock-nut, so I still have a scratched up one. I'm sure they're cheap, but nobody ever has one at the gun shows, and I always forget to order one when I'm getting other stuff. Oh well. :(
