One of the agencies whose certifications are recognized per the new statute is the American Association of Certified Firearms Instructors.

BTW, do you know if a certification from PlusP www.plusp.com (The late Darrell Mulroy's org.) will be honored under the new law? I was just through there about 4 months ago.

I did hunters saftey when i was 10, does that count, anyone know? does it have to be recent training?

Dustind, No the old DNR training doesn't suffice. The DNR asked to be removed from the bill. Training has to be w/in 1 year of application or renewal.

Does that mean i have to be retrained every five years?(when the permit expires) or is that only if i let it slip and dont renew? :banghead:

Yes, you need to have received your training cert. no more than 1 year before applying for CCW. That includes renwals.

The law specificies a list of certifying agencies whose certificates must be accepted. In addition to that, each sheriff may accept certification from any trainer he chooses.
The list consists of a bunch of outfits that probably won't do civilian certification (check the law for the actual list), plus the NRA and AACFI.
AACFI is a new outfit started by some people who were heavily involved in CCRN -- Joe Olson and Tim Grant for example.
I don't believe the plus-p technology trainers have been certified by any of the agencies (last I checked; could have changed). However, even if not, people around here are in the habit of accepting their certifications, so they might still do so.

The state list is of instructor certification organizations.
The certified instructors conduct their own courses which must meet the statutory requirement for coverage, shooting exercise, etc. A quality initial course will likely run 6-8 hours total.

F4GIB. Thanks. I was curious about the plusp course. I have taken 3 classes. Each class was 8 hours, with practical shooting of 50 rounds. To qualify you must score 90 plus percent hit rate. It was no problem to obtain my FLA permit with this class.

I had a meeting with Blue Earth County Sheriff yesterday about the NRA class I was going to teach in Southern Minnesota and the PlusP course came. I had the certificate from PlusP with me and after review, and at this time, he said he would except it but wanted to clarify that there are a lot of questions that he has that need to be answered. So I would guess the PlusP course would actually be up to your local Sheriff Dept. if it would be accepted or not. There are 6 agency that are listed in the law that will be accepted at training, and then the 7th option of the Sheriff Dept. accepting training from other sources, so I would put PlusP in that group, and again, totally up to the Sheriff.

Your site is impressive. Would for instance, the handgun level 1 course be sufficient for the MN CCW (God I love the sound of that)? Or, would a higher level be required. Thanks.

Minnesotans,
My gut says sit tight on the training peice till the absolute final list of acceptable certifications is published. Particularly in Hennepin and Ramsey counties where Im sure the Sherrifs will look for every possible way to make it as difficult and rigid as possible for you to get the permit.

Actually, after posting this I went ahead and read the language...
15.30 Subd. 2a. [TRAINING IN THE SAFE USE OF A PISTOL.] (a) An
15.31 applicant must present evidence that the applicant received
15.32 training in the safe use of a pistol within one year of the date
15.33 of an original or renewal application. Training may be
15.34 demonstrated by:
15.35 (1) employment as a peace officer in the state of Minnesota
15.36 within the past year; or
16.1 (2) completion of a firearms safety or training course
16.2 providing basic training in the safe use of a pistol and
16.3 conducted by a certified instructor.
16.4 (b) Basic training must include:
16.5 (1) instruction in the fundamentals of pistol use;
16.6 (2) successful completion of an actual shooting
16.7 qualification exercise; and
16.8 (3) instruction in the fundamental legal aspects of pistol
16.9 possession, carry, and use, including self-defense and the
16.10 restrictions on the use of deadly force.
16.11 (c) A person qualifies as a certified instructor if the
16.12 person is certified as a firearms instructor within the past
16.13 five years by:
16.14 (1) the bureau of criminal apprehension, training and
16.15 development section;
16.16 (2) the Minnesota Association of Law Enforcement Firearms
16.17 Instructors;
16.18 (3) the National Rifle Association;
16.19 (4) the American Association of Certified Firearms
16.20 Instructors;
16.21 (5) the peace officer standards and training board of this
16.22 state or a similar agency of another state that certifies
16.23 firearms instructors; or
16.24 (6) the department of public safety of this state or a
16.25 similar agency of another state that certifies firearms
16.26 instructors.
16.27 (d) A sheriff must accept the training described in this
16.28 subdivision as meeting the requirement in subdivision 2,
16.29 paragraph (b), for training in the safe use of a pistol. A
16.30 sheriff may also accept other satisfactory evidence of training
16.31 in the safe use of a pistol.
First of all, I dont see anything here talking about 6 spicific training providers...? And to answer my own question, it is not a matter of training provider its 'does the training provider you have chosen meet the requirements indicated in the language above. PlusP does meet the requirements.

There is nothing in the law about a specified list of trainers.
The law includes a specified list of trainer certification organizations.
Basically, it means you have to take the class from an instructor who is either a certified law-enforcement instructor (BCA/DPS/POST), or is certified by the NRA or the AACFI.
Note - this doesn't mean that you have to have a POST, NRA, or AACFI curiculumn.

Yes, our Handgun-1 course is what people need to take from us to meet these requirements. We offer higher speed courses, but we recommend that everyone takes our Handgun-1 first.
I did already list some of my qualifications, and others on our staff have similar backgrounds as well. You weill see that these qualifications meet the State's requirements. Our courses are approved by the Minnesota Department of Public Safety Peace Officers Standards and Training Board, BCA, and State Private Investigators and Protective Agents Board. We run Instructor courses for Law Enforcement Agencies all the time as well. Our courses and staffs credentials are approved in Minnesota, South Dakota, Tennessee, Kentucky, Florida, Missouri, and California to name a few. If anyone needs references you can contact us, ask those online who have trained with us, or check with local shops like Territorial Gunsmiths or Ralphs.

I have been thinking it over and I think the one group that should take this class is every politician that voted against the Law.
I believe it's very possible that when they insisted gunowners would create a larger problem than they would solve, they were projecting. They are the ones, if they had a gun would hurt someone.
Here's the solution. We invite The DFLers who tried to block the law to attend the conflict resolution class.
They need it more than anyone based on their hateful tirades that were witnessed on the live feed from the House and Senate.
