Is there a limit on the number of rounds in handgun or rifle mags? Would mailing pre-ban mags to someone in MA be a violation of their law?

First, I am not a lawyer...
So, I will state no opinion or recommendation here, but the fact is that to purchase/posess any pre-ban hi cap pistol mag, you must have a valid Class A License to Carry (pistol permit) here in MA.
Good Info...

Packing.org (http://www.packing.org) typically has great informatino on individual states' gun laws. Worth taking a peak around there.

No, MA does not.
MA requires that you have a Class A License To Carry in order to possess a standard capacity handgun magazine. You need to have a Class A or Class B LTC in order to possess a standard capacity long gun magazine.
As long as the recipient has the appropriate LTC, you can mail them anything you want. Demand a copy of their LTC (both sides) prior to mailing them the magazine.

Right,
Standard capacity pistol mag = greater than 10 rnds
Which requires a Class A LTC
less than 10 rnd pistol mag requires Class B LTC at a minimum
(Class B is also good for >10 rnd "standard capacity" RIFLE mag)
