Does a private party transfer count toward the one handgun a month rule? Or, can I do a transfer and buy a new one at the same time?

I dont know if they can be transferred at the same time though... might wanna ask on calguns.net

All they dealers have told me you have to pay a separate $25 DROS fee for each handgun purchased.

Yep, all handguns get a separate DROS fee.
I think it's 5 longguns on one DROS.
