PSS = Police Sniper Special which is now the Police model.
The police model only comes in a few calibers while the SPS has many caliber options. The Police has a heavy barrel with many different lengths while the SPS has two lengths and a sporter barrel. Those are the differences I know of, but there are probably more.

thx 30.06, went to the local gun shop, first thing they said that the P vs the sps was the bull barrel/heavy barrel, stock, and I guess action was about the same. Well, I handled it, felt kinda light compared to my savage model 12, but I guess it will do for the budget. Plan on a budget Super Sniper Scope, any suggestions on cheap (but bang for the buck) scope, thx guys again...
This was supposed to be by Rem 700 PSS, with Leupold Mark IX with a McMillan stock, but fudge, that turns out pretty (deity) damn expensive...
