I'm guessing either the Kahrs or Steyrs. Is there anything out there lower than those?

For service handguns, though, I would say the HK P7, Glock and Steyr M.

Rule beater rapid fire ISU pistols - now barred by rules. The S&W model 61 in .22 rimfire with spring over the barrel has a pretty low bore axis for a repeater but not a service pistol.

Any of a number of Free Pistols.

For autos, I think the Benelli MP90S/95E design is one of the lowest bore axis. (Just had mine out this morning to examine the grip as I'm planning to make one from scratch for a 10/22 build.)

You might check out the EAA (Tanfoglio) line they are a CZ Clone.

Dont know if it is any lower than those, but Glocks have a pretty low bore axis.
