Seen equal amounts of .32 and .380 - where the .32 is more expensive. Why?

Yes, the less popular rounds cost more. That is why 9mm is the cheapest.

Wal-Mart is not that cheap. I buy 32 ammo at my range for $12 a box (Fiochi)

Every now and then the importers bring in a container of Geco .32 FMJ.
Great ammunition and it sells for about $6.00 per 50 retail.
(Tip, there is an internet dealer that is just plain hosing people on Geco ammunition.)
Sellier and Bellot charges the same wholesale for .32 FMJ as they do for .380 FMJ when purchased in case lots.
If the price is higher at the shop you frequent then the dealer isn't bringing in case lots of .32 or he is charging a higher mark-up for it.

Domestic .32 ammunition is always more expensive than .380 because of what was stated in a previous post, volume.
Domestic manufacturers may well produce one to two million rounds of .380 ammunition in one lot.
They may only produce a couple of hundred thousand rounds of .32 for a single run lot and the set-up and packaging eats into their profit margins if they don't charge a bit more for the smaller run stuff.
