what is the best low price scope for the money (preferably a 3-9 power $150 or less)

When it comes to scopes, you really do get what you pay for. Cheaper scopes don't hold zero well, aren't as clear as higher dollar scopes, and have poor fields of view. Some of the better scopes out there are Leupold, Zeiss, Burris, Redfield and Swarovski. I think you may be able to find some entry level Leupold (Rifleman models) and Burris scopes in your price range. If not, my advice would be to save up.

some of the Cabellas brand mid line scopes are in yoyr range, and WELL worth the money!

I've had good luck with the Simmons Aetec line.

If you really want to stick to < $150, I'd look at Nikon Prostaff.
