This website is always down roughly from 0500-0630 EST. I work nights and am off during these hours. I can never, not in a week, access the High Road during these hours. At first I get nothing. Then I get a technical support page saying an email has been sent.

(packing.org has been down for a week too).

What's the deal?

I can't speak for THR, but my understanding is that packing.org became too time consuming for the owner and he gave it up.
http://www.handgunlaw.us/ may be an alternative.

THR is performing data base maintenance and backup during that time period. I guess you'll have to find something else to do during that time.

Also, please define the word "always" as used in your thread title.

I suggest you quit your job, move out west (Reno) plenty
of work here, and thr is always on!
