Just asking what are the laws governing buying privately owned guns in Sn Diego, Calif. Is it ok to buy direct FTF or you have to go thru a dealer and do background checks ? If both private parties agree can they just exchange cash and gun in private even knowing they are both legit and no criminal records? Is it legal to own a Chinese SKS with spike bayonet over there?
My bro lives in there and I wanted to him a Norinco sks with bayonet. THanks

It's not clear to me, are both the buyer and seller CA residents?

All sales in California have ot go thru the FFL if you buy face to face you go to an ffl and they fill do the dros and hold the guns for the ten day wait there is no cash and carry face to face private sales in Cal.
added: On the norinco sks someone more experienced will ahve to answer I own a chineese sks but I don't know if its a norinco...they have all kinds of stupid laws out here regarding sks's depending on the year of manufactur it may be an assault weapon - I believe that it is legal for your brother to own - again something dumb like a pistol grip or thumbhole stock could make it illegal.
check calguns.net someone there will no for sure
either way you have to bring it to an FFL if you both go to the ffl in person they can only charge you $35 for the dros and ten day hold if you mail it expect the ffl to charge between $50 and $120 ... the public may hate Cal's laws but the FFLs love to profit from them!

Long guns over 50 years old do not need to go through a dealer and can be sold FTF.
