I am just curious. Maybe someone here may have the answer. Why couldn't I find in the list of weapon approved for C&R the 1896 30-40 Krag? Is it because they were made before 1899?

I can't remember the wording exactly, but there's some language in the ATF documentation that relates to all U.S. bolt action or semi-automatic service rifles made prior to 1957 or so as being C&R. I think 1898 is still the cutoff year for antique status, so technically a rifle built in 1899 would be "modern" but definitely C&R.
