If it is worth having, would $400 be a fair price for it and a spare magazine, bunch of replacement parts? Are any accessories available?

$400 is probably a fair price for a Margolin MCM, but you have to ask yourself whether you really want one.
Accuracy should be about on par with a Ruger MkII, maybe a little bit better. The trigger is adjustable, but no one seems to have much information on exactly how it works. Parts/accessories are going to be tough/impossible to find.
Unless you're putting together a collection of esoteric .22 target pistols (a worthy project itself,) I'd pass. If you're looking for a shooter, $400 would buy a used Ruger MkII, a Volqusarten trigger kit, three or four magazines, with money left over for dinner.

If you want a .22 Target pistol that not everybody has, check out a Baikal IZH-35m - Imported by EAA.
CDNN has them right now for $379. Walther is upgrading them and selling them as their own. They will outshoot the Rugers. Not sure about the Margolin haven't seen one in person.
