Remingotn 1100 barrel fit problem... help

A friend gave me his old 1100 12 gauge and asked me to swap out his old barrel (30" full choke) for a factory replacement (26" Rem-choke). Easy enough, right?

When I took off the old barrel and compared it to the new one all seemed the same in the hood/extension area. The barrel ring/tang also appeared to be the same. When I tried to swap it over, the barrel ring/tang would not slip over the mag tube. I checked for burrs and found none. I also checked the mag tube for roundness and damage and it appeared just fine.

The barrel ring will just start to slide over the mag tube and then tightens up just as the cap threads are cleared. It's close enough that I could probably force it over the mag tube but that seems like a very bad idea. I am assuming that some polishing inside the ring would give me the clearance I need to slip the barrel on, but I wanted to check before doing anything to the barrel.

Is this normal? Do these barrels normally need fitting? If so, what's the best way to address the problem. If polishing is called for, what's the best tool? I called Remington already but couldn't get thorugh.
