The democratic 2004 pres. candidates are screeching about Bush's hollow promise of $3.5 billion to state and local agencies to help with the War on Terror.
Is there a good reason to have federal funding given to any state and local programs, even in the name of the WoT, or is it all unconstitutional? Local roads, healthcare, housing, education, 1st responders, war on drugs, etc...
