Is there any possible way for a Canuck friend of mine to purchase a totally PC, non scary, non semi auto rifle from me? We're both totally clueless on the situation.

In theroy, yes it's possible, but the paperwork on both sides just isn't worth the hassle IMO. It'll be about 1000% easier for your friend to find the same gun in Canada and buy it there, and if you want to free up the cash, sell the gun here in the U.S.
You'll need to work with an FFL that has export expierence, and he'll have to work with a licensed Canadian gun dealer that has import experience.
In general, this is only worth it on very high-dollar, or very unique/collectable firearms.

There's not much regulation on importing bolt-actions. He'll do well to just ask the CFC (firearms center) for the method, and to record the telephone call just in case they forget to mention a step and he gets in trouble.
