What are "cut shells"?

This type of shotgun ammunition was mentioned in my states hunting guide, but gave no explanation for it.

A cut shell is a getto slug round. People take a shot shell and cut a ring in the hull so that the entire end of the shell goes out of the barrel when fired. It probably isn't safe and a silly thing to do seeing as slugs are fairly cheap. I think it may have been more practical back in the days of paper hulls.

Leaves a ton of plastic crap stuck inside the barrel, accuracy isn't too great, but I've heard of them being used to kill a badly crippled duck that fell a ways out. Either way it's not that great an idea and cripples are more often due to skyblasting than hunting. Adding the insult of a "cut shell" to a crappy shot does not a hunter make.
