How do The People get the US Senate to impeach

How would we get the issue of Judicial Impeachement raised in the Congress for particularly onerous benches like the 9th circuit?

Is there a way to get the Congress to address circuit courts who simply will not render correct decisions?

Any thoughts?

Does anyone know the legal reasons that constitute the grounds under which a federal judge can be impeached? I remember a few years ago in the 1990s that a judge in FL, and I believe it was a federal judge, was impeached. He then ran for the U.S. House and was elected. Then upon learning the grounds you would need to find out what judges in that court have lived down to those grounds. Then you write your congresscritter. You are stoped right there because they no longer will not do what their constituents want them to do. Remember NAFTA? The prepondence of letters sent to them were against that act and they still passed it. Just my $0.02 worth.
