It usually refers to the length of the cartridge, longer cartridges have a longer action, shorter cartridges can have a shorter action.

The most popular "short action" cartridges are the 22/250, the .243 Winchester, the 7mm/08 Remington, and the .308 Winchester.
A significant advantage of rifles chambered for the short action cartridges is the receiver is shorter and thus provides a little more lattitude in scope mounting and that "little more" can often be a LOT significant. :)
