mauser how to measure

Ok, i have a simple question. When measureing the barrel to see if it is a large ring or a small ring, Should i measure the total Outside Diameter of the threads? ( caliper blades in line with the chamber as to cover a few threads when measuring?) or do you measer the valley of the threads and not the tops?

The "large ring"/"small ring" refers to the diameter of the receiver ring, not to the diameter of the barrel threads. A large ring measures 1.42", a small ring 1.35". Normally, the barrel shanks (across the top of the threads or before the threads are cut) will measure 1.10" and .980" respectively, but there are some exceptions.
