The connection to drugs and guns is tacit.
The government should make available FREE all the drugs the addicts want, of every kind and description, and in whatever quantity, however they would have to be consumed at the "clinic" site.
Vital stats on the user would be collected.
I would say about 6 months of this would dry up the pipelines, which could not be re-established quickly.
The pipelines would quickly direct their trade to other countries, and perhaps political pressure could force the adoption of our "free" policy for them, also.
At this time, the government, having identified and located the users, could round them up, lock them up, and tell them it's Cold Turkey Time, sucker !
The rejuvenating of the trade would begin in a small enough fashion to be controlled and stifled, hopefully.
The above is a pipe dream. I fully realize that there will always be the Congenital Defects who will default to the gutters of existence and continue to comprise the primary fodder of the illicit narcotic trade.
