I think the companies that make them don't want to sell them for liability reasons. For one thing tasers and stun guns wreak havoc on the nervous system. I have read that people tagged with tasers and stun guns tend to have heart problems. In addition, a taser will smoke most implants...(pacemakers, defibrilators and such) It is bad mojo to kill people by accident.
