Anybody know where I can get a set of grips for a pa-63 that eliminates the thumbrest?

Go to makarov.com (http://makarov.com/) . They sell a couple different aftermarket grip panels that don't have the rest. They sell a rubber-type grip, and I've seen some wood ones also. I believe they were actually issued with the thumbrest grips even prior to export, hence the lack of any factory rest-less grips.
