11-87 Gas Cylinder Collar rattles

I just purchased an 11-87 and noticed, after assembly, that the gas cylinder collar moves when I change the angle of the gun (i.e point it up then down or reversed).

Q1: Is this normal?
Q2: Is it safe?
Q3: If not how can I fix it?

And lastly...
I'd like to use the gun for skeet too. Can someone provide reliable off the shelf ammunition recommendations? Remington states a minimum of 3.25 Dram and 1 1/8th oz. is needed for the 11-87.

I forgot to to mention this is a sportsman 12ga. not a magnum or special purpose verision.

I received an answer from Remington.
They said it is normal and safe.

A guy I shoot skeet with has an 1187 and always uses Remington 1 oz loads from Dunhams. It never fails to cycle. He averages shooting about 2 cases a month. I think only their 105CTi needs the 1 1/8 oz loads to function.
