The lower is from Fulton, VLTOR buttstock, Buffer Technologies grip, JP reduced trigger springs, and a combination of DPMS and Bushmaster small parts.

I have used a couple of uppers from my friends. I am still not sure what barrel length I'll be buying. According to the ATF Puerto Rico has no barrel length limitation.... I am leaning towards a Bushy 14.5 M4 profile, however I like the handling of their 11.5, decisions.....

This rifle is for IPSC 3 gun matches only, I do not plan to use it as a SHTF rifle nor home defense. I'm planning to master the iron sights before adding any red dot.

I just become another person diagnosed with the Black Rifle Disease.

They gave you bad info, or you misunderstood. AFAIK Puerto Rico is subject to federal law, and federal law restricts rifles with <16" barrels.

I can't comment on the legality of a short barrel, but I'd think a 11.5" barrel with irons would be a significant handicap in 3-gun.
