AFAIK ....... No to USPS (technically) and only UPS if declared as such .. and then may be a Hazmat charge.
Someone else can maybe confirm this or put me right.

I read somewhere that if you are ordering reloading supplies, primed brass is not subject to a hazmat charge, but primers on their own are.
I guess it would be the same if you were shipping the supplies.
