which rules actually expire?
for instance, could I order a LEO-only AR-15
with bayonet lug, traditional birdcage or vortex threaded flash suppressor
and take delivery on 15 or 16 Sept 2004?
must it have a 16 inch barrel?
(is the 16 inch min length part of the AWB)

Yep.
On the barrel, a rifle must have a barrel length >16" and overall length >26" or it must be registered as a Short Barreled Rifle (SBR). This is an NFA item, the same as machineguns, and regulated differently. You can have one, provided there are no local laws prohibiting it and you do all of the paperwork.

All the silly, unConstitutional, cosmetic-appearance rules would, however, expire.
Make sure your federal representative in the House of Commons takes the proper stance and lets this abomination die.

Much more important, I think I can lay hands on 12 round, USPc .40 S&W mags, once that damned thing has gone....
Then, I can fire two basic loads worth of ammo (12 + 12 + 1 up the spout!) for practice, and finish off the basic, 50 round box of reloads!
