Sticky overload in L&P

I've noticed that there is a growing number of sticky threads in the L&P section, enough that the unstickied threads are not visible on some monitors without a page-down.

I guess technically I'm whining about having to page down, which is sheer laziness, but anyway, what options exist to either free-float a couple of those again, or consolidate them somehow? It strikes me that if there are a bunch of sticky threads on very similar topics (like H.R. 1022) it might be worthwhile to construct temporary subforums or subtopics? I don't know the full capabilities of vBulletin, but I think that can be done.

I think that a single sticky for links to important state-specific or bill-specific threads would be as useful. I'm thinking of something like the Rifle Forum's 'Library of Knowledge' sticky...

I agree that stickies are running amok in L&P. You have to scroll down the screen to get to the first real discussion topic. All those pending legislation stickies need to be either combined into one or canned.

I don't think there's too many. There's only seven, that's not that far to scroll down, and most of the stickied topics are pretty important.
