In my opinion, as a hunter, you should not intentionally shoot any game animal during their nursing period. I consider woodchucks game animals even if there is often no formal season. The young should be large enough to fend for themselves prior to hunting.
If you are the landowner and groundhogs are causing considerable damage, I would not be overly offended if they took them prior to the young being large enough to fend for themselves.
The objective of each activity is different. One is sport and the other is extermination.

i only shoot at groundhogs when i see them, i doubt you are going to drive them to extinction anytime soon.

When I go varmint hunting, it's because I want to go outside and shoot varmints. I wait until later in the year for this.
Varmint killing is done at the behest of several farm owners who let me hunt on their property. If they need groundhogs removed, there's no point to leaving a breeding population.
