Seating Bullets in the 7.62X 39 Cartridge

I am loading up some 7.62 X 39 using Hornady 124 grain soft points (which have a crimp groove). I am using a Lee three die set (includes the factory crimp die). The question I have concerns overall length. The Lee manual I am using indicates that the minimum overall length is 2.195”. I am having trouble getting the overall length to be between 2.200” (maximum overall length) and 2.195” as specified. When the case mouth is parallel to the crimp groove the bullet slips down further into the case (due to the reduced outer diameter caused by the crimp groove) this results in an overall length of about 2.170” or so. The bullet is also loose in the case. Should I use the Lee factory crimp die to tighten the bullet. Will this change my overall length so that it is in spec (2.195”-2.200”) ?
