Scope woes

The scope on my 1903A3 in 35 whelen is an older Bushnell Trophy 1.5-5.
At 100 yrd, the round hits about 6 inches high, but the elevation setting is maxed out. What can I do the realign the scope to center?
Here's a pic of the mounts.

Put a shim under the front base.
Good shooting and be safe.

Move the mounts? Please explain. It looks to me they have "a" place to attach.
Shims? What kind of shims and where would I get them?
It's raining today, I'm a landscaper. It's a good time to work on guns.:)

Shim: thin aluminum cut from disposable pie plate (grocery store).
Good shooting and be safe.

Definitely shim the front base between the base and the receiver. It seems like you will need something thick so you can move the scope adjustment back down. Depending upon how thick the shim needs to be you can use any metal that is even in thickness and that you can find that will form on the receiver. I have used metal gasket material with some success, because I had it sitting around.

Thanks for the input guys, but I just made a discovery. Problem was solved and it seems the fella who last owned this scope didn't know this either.:)
It seems this scope has two sets of vertical adjustments. I noticed the elevation knob was marked in yardages, thru a small window. The adjustment did not lock down.
I removed the cap screw to find that this know lifted out, releasing the internal adjustment. I was cleaning the rifle, so while it was in the cleaning stand, I pointed it out the window, zeroed in on a target and raised the mark about six inches.
Now when I go back to shot, it'll at least be in the neighbor hood and I can finish sighting in there.
The other knob is a yardage compensation adjustment, marked to 600 yds.
I reckon I got something else to play with,..huh? :)
Thanks again,
