Mr. KUCINICH. Mr. Speaker, in the aftermath of the tragedy at Blacksburg, Virginia, it is becoming painfully obvious that the easy availability of handguns constitutes a growing national crisis of public health and safety, one that calls for a powerful, wide-ranging response from this Congress.

I am urging Members to support H.R. 676, the Conyers-Kucinich bill, which establishes a universal, not-for-profit health care system, which provides full and comprehensive mental health care.

Second, support H.R. 808, a bill establishing a Department of Peace and Nonviolence, which directly addresses the issues of domestic violence, gang violence, and violence in the schools which is reflected in our current homicide rates.

And third, the 33 deaths at Blacksburg constitute a national tragedy. So, too, does the fact that an average of 32 people each and every day in the United States perish in handgun-related incidents. Accordingly, I am drafting a bill to ban the purchase, sale, transfer or possession of handguns by civilians. A gun buy-back provision will be provided in the bill.

It's time for us to rescue this Nation from the violence which is engulfing it, and I have just articulated a three-point plan to do so.

A bill to improve the tracking of stolen firearms and firearms used in a crime, to allow more frequent inspections of gun dealers to ensure compliance with Federal gun law, to enhance the penalties for gun trafficking, and for other purposes; to the Committee on the Judiciary.

I don't expect the bill to go anywhere, but it is still important IMO for two reasons.

1. Who cosponsors it?
2. Could this lead to a compromise bill?

He is not my rep, but I do work in Cleveland. He got elected to US Rep AFTER driving the City of Cleveland into financail ruin AKA Bankrupt. He was the Mayor of Cleveland for a while.

I would not be overly surprised to see such a bill attached as a rider to some other MUST PASS peice of legislation, like funding for another year of government spending. Added in the dead of night and passed before anybody can read it.

Let's keep an eye on it but I think we'll be okay. Gun ownership in this country currently includes about 1/3 of the country and there are alot more out there who don't own guns but are glad that some of us do. Or at the very least believe in the constitution even if they aren't "gun people." Keep up the fight, we'll beat this one too.

Nevermind on average more than 20 times as many die by the hands of their medical establishment. If 32 people per day is a "national crisis" what do you call over 600 a day?

I think guns used in crime actuallyprevent deaths, if this kid couldnt get a gun and kill 32 people he or someone like him would make a bomb and kill 320 kids by blowing up the building or setting the whole thing on fire while locking everyone in.

A lot of Democratic Fudds would rise up against the party on a bill this blatantly unconstitutional. If this were to ever pass, the chaos it would cause would make the 18th Amendment and the Volstead Act look like a temporary parking ban.

Hopefuly this will not go anywhere. I think there are way too many gun owners in this country that will fight it. This is all a big backlash to get us all stired up. As if they need anymore reason to try to take our guns. I know the threat of deadly force has saved my life once. Take my gun, I don't think so! :cuss:

Well I definetly see more grandstanding coming up. But I fail to see how either bill will make this country safer...for anyone except criminals and those like rosie who can afford armed security guards.
