I have seen in some threads this seems to be a hot round for 9mm. Is this available to the general public???

Generally sold as a LE only round. That's because there is no industry standard for any +P+ ammo. The ammo makers don't wan't to be liable if you injure yourself firing it in a gun that won't handle it.

However, there are no laws against regular folks buying it, even though the packaging is marked LE use only. Talk to your local FFL - Many stock it when they get a good buy on surplus or production over-runs.

In 9mm Federal and Remington both load a 115 gr JHP to +P+ levels as well.

You have to buy from a brand you trust because +P+ doesn't have an upper limit. I feel like this is a good time to warn against buying ammo from gun shows. If you can't trust your retailer it might be dangerous overspec reloads or the real deal but just as dangerous because it was stored unsafely (high temperatures, nitro-glycerine sweats) increasing pressures. Now the part of your post that is wrong is that there is no connection between the LE only policy of winchester and +P+. All of the Ranger Ts in all calibers and loads are LE only and only a few of them are +P+.

I just bought some of this Winchester Ranger T 127gr. +P+ 1250fps ammo. The load number is RA9TA, you need to look those up on winchesters law enforcement section. Ranger is civilian, Ranger T is the LE stuff. The list of Winchester LE Dealers are the people that get it directly from Winchester, they have an agreement that they will only sell to LE. Now where I live the LE Dealer sold some to a department, the department sold it back to the LE Dealer for whatever reason, they sold some to civilians because it was no longer subject to the original agreement. This kind of thing happens but you can see how their policy means any Ranger Ts in the hands of civilians will have touched the hands of law enforcement first. A friend of mine is a cop, I researched 9mm for a while before deciding I really wanted this specific load, I asked him and reimbursed him. The LE price is around 20 bucks for 50 rounds (the little that occasionally drips out into the civilians market is often more expensive).

Exactly, there are NO industry standards for +P+, because it exceeds the industry standard +P.

That was a general statement, and it's not wrong. No mainstream American ammo maker sells their +P+ in other than LE only packaging. Boutique brands like Buffalo Bore and Double Tap are a different story. Winchester is odd in that they have a whole line of supposedly LE only ammo which, as you correctly state, includes just a few +P+ loads.
Federal 9BPLE looks good, I'm not sure what Remington you're talking about.
I'll check the Remington load number in a bit when I head to work and post a follow up on that tonight.
