I know handguns are illegal but are all guns illegal, meaning could you buy a new shotgun or rifle in D.C.?

It might be a little difficult as there are no FFL's in DC. The last one closed up shop a few years ago.

I don't know if DC has laws prohibiting FTF transactions. Fortunately DC residents can purchase their long guns in MD or VA.

Well the federal judge recently shot down their handgun ban...it's headed to the supreme court. They haven't decided to take the case yet.

Meanwhile...supersoakers are still legal.

A lot of fuss gets made but the practical answer is that all guns are illegal in DC unless you are one of the "special exceptions" such as a politician, cop, bodyguard, etc. (Yes I know the law says differently but I'm talking about practical reality)

DC residents may purchase/own rifles or shotguns with a barrel 20" or greater & no means of holding more than 12 round [no removable magazine]. They must be registered with DC police through the "Firearms Registration Section" at Police HQ prior to transport into the District. There are several FFL's in MD & VA that commonly do this & know the 'routine'. There are also a handful of stipulations about home storage [unloaded, disassembled, etc.], but in spite of what most people think, legally registered/owned long-guns aren't that uncommon.
