Does pressure go up after full length resize?

Different brass has different capacities, and we load differently keeping this in mind. My question is that after full lenth resizing a previously neck sized round, is there a signifigant reduction in case capacity? Is it enought to slightly down load for?

Not that I ever noticed. All I've ever paid attention to in my '06 is whether it's GI or commercial. I've compared Remington and Winchester '06 brass; same capacity. I know that sometimes I've had a mix of new brass and used brass in reloads; I couldn't tell any particular difference in group sizes.

I don't believe so.
I load for a 7x57 Ackley Improved. I once tried loading the same full power load in some new 7x57 cases that had not yet been fireformed as I loaded in fireformed cases.
There was no significant difference in velocities. What was noticeable was that the variation and standard deviation were significantly reduced. I took that as a lesson in the importance of selecting powders that give good volume density.
