Robert Levy (http://www.cato.org/people/levy.html) is the gentleman, and he is funding this entirely out of his own pocket.
His email addy at the Cato Institute is there in the link. Send him a nice Thank You email instead.

IIRC Mr. Levy refused all offers of outside funding because he and his attorneys wanted to control all decisions made about the case. If there were another entity bringing a substantial amount of money to the table then you can bet that entity would want input in the decision-making process.

Here is the email I got back from Mr. Levy.
Many thanks for your email ... We're hopeful that the case will be
reviewed by the Supremes and we'll be working hard for a final victory
there.
Regards,
Bob Levy

Subject: Thanks for your work on the Parker case!
I'm not a lawyer, and I understand that you're funding the case out of
your own pocket and not taking donations.
So the best I can say is "Keep it up!"
If the case goes to the Supreme Court, I wish you good luck, sir.
