The Firearm Owners Protection act bans sale to civilians of machineguns manufactured after '86. What's with the name? How does it protect firearm owners? It does the opposite!

It was an amendment, and not part of the original bill. IIRC, the amendment was offered by Rep Hughes of NJ and passed in a voice-vote fiasco in the middle of the night.

The FOPA repealed a good deal of the nasty parts of the Gun Control Act of 1968 (GCA '68), such as having to sign the dealer's bound book to buy ammo and also partially reigned-in the out-of-control ATF by reducing the number of unannounced, warrentless visits they could conduct on FFLs.
