Non-Corrosive 5.45 Milsurp?

Some dealers are advertising Bulgarian 5.45 that is non-corrosive. And yet I have seen statements that all milsurp 5.45 is corrosive. What are the facts?

If it's milsurp and in the country right now, it's corrosive. Don't believe differently.
