Strange .38spl +p round by PMC

A friend inherited some old reloading equipment and in the box were a few loose PMC .38special +p rounds.
The copper bullet was hollow all the way through and behind it is a white plastic cap. This cap has a small cone shaped protrusion that fits into the back of the hollow bullet.
Anyone know what this round is?

It is what they called the Ultra Mag. It is, as you see, a tubular copper bullet with a plastic plug to drive it out the barrel. It was supposed to deliver a nasty wound by a cookie cutter effect for "enhanced stopping power." It was a flop in the marketplace and was soon discontinued.

As Jim says, these were "Ultra Mags", based on a design by a fellow named Flateau; the original rounds were made of bronze and have a "goldish" colour to them, but were prohibited by the "Cop Killer Bullet Ban" (bronze being a prohibited material under that law; still legal to own, just not to manufacture). The second version was made of copper, but still never sold well enough to make it worthwhile to keep them in production. There's a complete and sectioned round in the top row of this picture, between the 5.7x28mm FN and the 38 Spl Remington cone-shaped "metal piercing" round.

Surprising, some one was selling these on one of the sites for several dollars each.
