in the paper it is said you would have to show proof that you completed a safety course. What part of the bill defines/establishes protocol for defining what constitutes a safety course?

IS it going to be "oh you completed hunter safety education back in 1999? you can get your purchase permit"

or is it a new way to keep us poor folk from buying handguns? example:

"sorry until you go to a handgun class at Thunder Ranch or a similar shooting academy, or pass the CCW course taught to state quideline, we cannot let your purchase a pistol"

What? Youre confusing 2 different bills. One that will pass (the NICS improvement act) and one that wont (Blair's Law, introduced by uncle of the murderer of Blair) .
