Why didn't they airlift the three time loser to the twelve mile limit and kick him out? Spend lots of dollars on medical care and incarseration for what? Several somebodys need massive amounts of range time. They can't shoot.

The badguy dumped the cardboard gun 3 miles away from the courthouse when he transferred from a truck he carjacked to a friends SUV. Thats why the police knew it was cardboard.

When he first used it, no one was close enough to recognize it as fake. He got outside, and tried to carjack one guy. He saw it was fake, and drove away. The driver of the second car thought it was real.

He acquired another gun, and ended up in a shoot out with police a few days later.
