SOT and "under"-selling

I didn't know how else to title this, so my apologies if it looks bad.

Does a SOT dealer/manufacturer need a lower license for non-NFA items? (i.e. Do you need a 01 or a 07 for "civilian" items?)

To get the SOT you need to be an FFL already.
