I shot these shells growing up, I was going to say late 50's early 60's.
Then I remembered this:

The Peters's factory at Kings Mills was closed by Remington in 1944. Remington continued marketing the popular lines of Peters shotshells - High Velocity, Target Load and Victor field loads - into the 1960s.

for being 40+ years old, the box, and I assume shells as I have not opened it, are in remarkable condition. I appreciate your input. Bill

Sometime after DuPont bought Peters in 1934 and I'd say the '50s.

Thank you for the replies. I will assume a mid-50's date. Bill
