Federal law prohibits purchasing a handgun in a state other than one you live in. State law doesn't matter.

Well, you can, but it would have to go through a WY FFL.

Car Knocker is correct. You would have the seller ship it to your local Federal Firearms Dealer (gunshop). Find a gunshop that will do the transfer, typically around $20, and have the seller ship it Next Day Air to him.
