what is the age at which you are legally allowed to obtain a hand gun permit?

Generally it is 21. There may be exceptions, I don't know.

Most states do not require a permit to purchase handguns. If you are referring to a CCW, it varies from state to state. A few allow an 18 y.o. to carry.

Ohio law says 21.

Unless you are in New York and then it is a permit...and given that he said he is near (north) the city that never sleeps I would guess that he is in NY. And in NY I believe it is still 21.

A lot is based on your county. Check with your county clerk and good luck.

Alaska is the same, 21 to buy handguns, and to obtain a CHL if you want to.

I never really got any input on whether you can get special liscenses or permits for minors (or under 21) to carry in states like Alaska where open carry is a God given freedom here.

well, back in the day when I got mine (in NY) you could apply for and get a permit at 18, but not purchase a handgun until 21. This meant that a permit holder OVER 21 could purchase a handgun and place it on your permit (it would also be on theirs), and you could then use that handgun, but the other permit holder was also responsible for it's use or misuse. When you turned 21 the handgun could then be removed from the other person's permit and become your property exclusively. Not sure if it still works that way, and as mentioned, in NY it depends on the county. Some judges (mostly in commie small city areas like Albany, but even smaller counties these days) simply won't give out carry permits these days, restricting them to premises permits which only allow you to have them at your house (or possibly business) or to have them in your vehicle going to and from a range. Technically, this is not legal (I have had several police officers and a DA explain this) because NY law hs no provision for them to limit your permit--you either get it or you don't. Thus even if they restricted your permit and you carried anyway and were caught, it would not be a CRIME, just an "administrational violation" of the judges order, which would generally mean the judge is anti-gun and would revoke your permit instantly when he found out.

A sad world we are living in. Thankfully I got my permit back when my county wasn't commie run and it's a full carry permit. But even many counties which used to be that way aren't anymore, alas.
