Trouble is, those M14's (as far as I know) are select-fire weapons, and I don't think their receivers can be easily (and permanently) converted to semi-auto operation. So, if those rifles were to be "de-milled", there would have to be a replacement receiver installed to make them operational again - and that's a cost of a couple of hundred dollars for each rifle. Given that there are about 300,000 of these M14's, multiplied by (conservative estimate, including materials, parts and labor) $200 each, that means that the Government would have to spend about $60 million to convert them to civilian-legal ownership status - BEFORE they sold even one of them. Where's that money to come from?

Changing the M-14's to semi only has nothing to do with the receiver. There's a tang inside the trigger group that can be removed in seconds and the removal of the selector switch. To my knowledge that would be the only modifications.

Leave it up to the civilian market to produce replacement receivers.

(Preacherman)Where's that money to come from?
This is a government-caused "problem". The unjust law prohibiting our rightful ownership of these obviously-military weapons should be repealed and the sale (or returning) of them should proceed forthwith.
For the time being, we should be able to tell the feds that we will take one of the guns instead of (or in addition to) the measley tax refunds we are sometimes offered.

If the M14s were manufactured before 1986, what statute would be violated if they remained papered Class III rifles?
