What characteristics determine how much a bullet will be deflected by wind downrange?

Shape? Weight? energy? etc?

All of the above. Ballistic Coeffecient is only part of it because the wind is often coming from an angle the BC is not measured from. So unless you are shooting straight into the wind, the overall size and shape from its side profile matters as well. The smaller it is the less surface area it has to be pushed, the heavier it is the less it is effected by wind. The faster it is the less time in the air it is going to spend being effected by the wind.

So a combination of many things.

The least effected would be a heavy, high speed round with a high weight to surface area ratio and high BC. Something like a BMG.

The most effected would be something low speed and light weight yet relatively wide with a poor BC.

Shape also plays a big role. Consider a Spitzer shape. The place with the highest surface area from a side profile is the rear of the round. That means the greatest wind effect is going to be exerted there. So wind blowing from the right side will exert more force towards pushing the back of the bullet slightly to the left, which means the front of the bullet will be angled slightly more to the right. So even though the bullet is blown to the left, this rudder effect slightly compensates, so the overall effect of the wind is less.

Of all the factors involved in wind deflection...flight time to the target is the big one. The longer that the wind has to push on the bullet...the farther it will push it.
