My Chief of Police is the Bees' Knees

I took my written exam and range qual for my CCL today. My chief of police was the administrator (he's also a family friend and my favorite FFL holder) and it was a very positive experience. He waived $25 the test fee because I'm in the military. He also told me that if a husband and wife (or boyfriend & girlfriend) come in together to take their tests he'll waive that fee too. All I gotta do now is route the paperwork to the sheriff, get the background check and then my folks will be getting my license in the mail and send it to me when I get back to CA. I think more chiefs of police need to be pro-gun like this guy.

Wouldn't it have been an even better experience if you didn't even have to take a test, pay fees, and pass government inspection?

I wonder if it is legal for him to waive fees for people he approves of, but not the rest of us?
