Winchester Post'64 bolt/safety problem

The bolt on my Winchester Model 70 22-250 was locked in place on the rifle for storage. I snapped it all the way forward to Fire and loaded the weapon. Now I cannot shoot nor can I move the safety at all. Thoughts, ideas, suggestions, voice of experience?

OK, it was the trigger slipping (too light) and not cocking the bolt. Which nuts do I adjust; the bottom 2 or the top 1?

It maybe that the oil ,if any ,has left a reside that has hardened and locking the sear and or trigger .It may only need to be cleaned.
WD- 40 is bad for leaving a varnish type reside that will harden and cause trigger problems.
