Would a 16 inch rifled barrel on an 870 be legal considering the min length for a rifle is 16 inches?

Maybe, but more hassle than it's worth. Few cops and prosecutors these days know much about firearms, and trying to explain that it's a 12 gauge RIFLE while they read me my rights really doesn't appeal to me.

What's the mission?

IMHO, no. I think what would sour the deal is the chambering. Sort of the same principal that you can't take a rifle, cut the barrel to 14 inches, remove the shoulder stock and call it a handgun.

FWIW, even doing room clearing, I can't tell the difference between a 16 and 20 inch barrel. Four inches is no big deal.

IMO having a 16" rifled barrel on a shotgun would be clearly illegal unless you registered the shotgun as a SBS (short barreled shotgun) with the ATF by submitting the proper paperwork.
